BASICS: Cook County Juvenile Detention Center, Chicago, Illinois. Largest juvenile detention facility in the country, capapble of detaining 498 kids. 2010 average population 325 kids. The vast majority are African American. Most are in for violating parole or drug possesion – bad urine analysis. Average length of stay is 30 days. They range from 72 hours to 2 years. Everyone is escorted inside the building. General attitude well beyond protecting the kids.
